It means that it will be shown in profile icon if someone search you or open your profile but they cannot look your profile in large size and cannot download it. It is the best way to keep secure our account from unknown people and unwanted like, react, comment and share. But it has one negative points that if you private your profile pictures then not only unkonwn people but also your mutual friends and relatives cannot react and comment on your photo.
Don't be confuse that there is not any option to private your cover photo. It is because that everyone who will see your profile on facebook must need to know your some basic information.
